In Schedule 17— Part 1 makes provision about the use of forest risk commodities in commercial activity, Part 2 makes provision about enforcement, and Part 3 contains general provisions. Regulations under the following provisions of Schedule 17 are subject to the affirmative procedure— paragraph 1; paragraph 2(4)(c); paragraph 5 (except for paragraph 5(2)(b) and (5)); paragraph 7; Part 2. Regulations under the following provisions of Schedule 17 are subject to the negative procedure— paragraph 3; paragraph 4; paragraph 5(2)(b) and (5).
