Section 16(1)

The Secretary of State must make arrangements for obtaining such data about the natural environment as the Secretary of State considers appropriate for the purpose of monitoring— whether the natural environment is, or particular aspects of it are, improving in accordance with the current environmental improvement plan, the progress being made towards meeting any targets set under sections 1 to 3, and the progress being made towards meeting any interim targets set under sections 11 and 14.
