Section 87(4C)

For the purposes of subsection (4B) “consumer” means a person who is liable to pay charges in respect of— but does not include a water undertaker, a water supply licensee, a sewerage undertaker, a sewerage licensee, or the Authority. the supply of water to any premises, or the provision of sewerage services to any premises,
