Schedule 5, Part 2, paragraph 6(3)

Condition 1 is that a Minister of the Crown— has made a statement in writing to the effect that in the Minister’s opinion the instrument should be subject to annulment in pursuance of a resolution of either House of Parliament, and has laid before each House of Parliament— a draft of the instrument, and a memorandum setting out the statement and the reasons for the Minister’s opinion.
