Schedule 12, Part 2, paragraph 2(1)

Any of the following persons may apply to the court on the ground that an act, omission or decision of the manager has unfairly harmed the interests of the applicant— a director of the insurer; a shareholder of the insurer; a policyholder or other creditor of the insurer; any other person affected by the write-down order.
