Schedule 1, paragraph 4

A contract is a “works contract” if its main purpose is— the carrying out of works under the contract (whether or not resulting in a complete work), or to facilitate the carrying out of works otherwise than under the contract, where those works are intended to result in a complete work that complies with specifications set out in, or determined under, the contract.
