Section 121
An appropriate authority may by regulations amend this Act for the purpose of reducing the regulation of private utilities under this Act. The regulations may, for example, make provision— disapplying requirements under this Act in relation to private utilities; modifying requirements under this Act as they apply in relation to private utilities so as to reduce any burden, or the overall burdens, for private utilities resulting directly or indirectly from this Act. Before making regulations under this section an appropriate authority must consult— persons appearing to the authority to represent the views of private utilities, and such other persons as the authority considers appropriate. In this section “burden” includes— a financial cost; an administrative inconvenience; an obstacle to efficiency, productivity or profitability.
