Section 121(2)

The regulations may, for example, make provision— disapplying requirements under this Act in relation to private utilities; modifying requirements under this Act as they apply in relation to private utilities so as to reduce any burden, or the overall burdens, for private utilities resulting directly or indirectly from this Act.
