Section 19(4)

Before disregarding a tender under subsection (3)(c) (abnormally low price), a contracting authority must— notify the supplier that the authority considers the price to be abnormally low, and give the supplier reasonable opportunity to demonstrate that it will be able to perform the contract for the price offered.
