Section 31(1)

A contracting authority may modify the terms of a covered procurement before the following deadlines have passed— in the case of an open procedure, the deadline for submitting tenders; in the case of a competitive flexible procedure— the deadline for submitting a request to participate in the procedure, or where there has been no invitation to submit such requests, the deadline for submitting a first or only tender.
