Schedule 16, Part 1, paragraph 3(2)

Regulations under subsection (1) may provide that the procedure is to consist of either (but not both) of the following— a determination by the Authority, on a competitive basis, of the person to whom a licence is to be granted; the selection by the Authority, on a non-competitive basis, of the person to whom a licence is to be granted.
