Section 136(3)
The report must consider, and make proposals in relation to, each of the following— technical measures and standards (for example, measures and standards concerned with metadata) that may be used to control— the use of copyright works to develop AI systems, and the accessing of copyright works for that purpose (for example, by web crawlers); the effect of copyright on access to, and use of, data by developers of AI systems (for example, on text and data mining), including the effect on developers who are individuals, micro businesses, small businesses or medium-sized businesses; the disclosure of information by developers of AI systems about— their use of copyright works to develop AI systems, and how they access copyright works for that purpose (for example, by means of web crawlers); the granting of licences to developers of AI systems to do acts restricted by copyright, including the granting of licences by and to individuals, micro businesses, small businesses and medium-sized businesses; ways of enforcing requirements and restrictions relating to— including enforcement by a regulator. the use of copyright works to develop AI systems, and the accessing of copyright works for that purpose (for example, by web crawlers),
