Section 39(5)

Regulations under subsection (1) may (among other things) make provision about the following— including provision conferring functions on the Secretary of State in relation to the matters in paragraphs (a) to (e). when fees are to be paid; the manner in which fees are to be paid; the payment of discounted fees; exceptions to requirements to pay fees; the refund of fees (in whole or in part); interest on any unpaid amounts,
