Section 28(2)

It shall be the duty of the Executive to make adequate arrangements for the enforcement of the relevant requirements except to the extent that— a local authority is made responsible for their enforcement by paragraph (3); the Civil Aviation Authority is made responsible for their enforcement by paragraph (5);... DVSA is made responsible for their enforcement by paragraph (6); the Office of Rail Regulation is made responsible for their enforcement by paragraph (3A); the ONR is made responsible for their enforcement by paragraph (3AA).
