Section 65.24(1)

Where the relevant authority is not a party to the principal proceedings— an application under section 1B(3) of the 1998 Act to be made a party must be made in accordance with Section I of Part 19; and the application to be made a party and the application for an order under section 1B(4) of the 1998 Act must be made in the same application notice.
