Section 66.6(2)

In paragraph (1), “order against the Crown” means any judgment or order against the Crown, a government department, or an officer of the Crown as such, made— in civil proceedings by or against the Crown; in proceedings in the Administrative Court; in connection with an arbitration to which the Crown is a party; or in other civil proceedings to which the Crown is a party.
