Section 76.14

Subject to paragraph (2), the controlled person must give notice of appeal no later than 28 days after receiving ...— the notice setting out the terms of the order, renewal or modification that is the subject of the appeal; or notice of the decision by the Secretary of State on an application for the revocation of the control order, or for the modification of an obligation imposed by such an order. In a case where the Secretary of State has failed to determine an application for the revocation of the control order, or for the modification of an obligation imposed by such an order, the controlled person must file the notice of appeal— after the date the application was made. no earlier than 28 days; and no later than 42 days;
