Section 77.18

In proceedings under this Section— the referral of a release decision shall be treated as an application by the Secretary of State; the Secretary of State is the claimant; the prisoner is the defendant; the Parole Board and any victim (as defined in section 1 of the Victims and Prisoners Act 2024) of an offence to which the referral relates are not parties; rules 8.7 and 8.8 shall not apply.
