Section 80.11

If the Secretary of State wishes to oppose an appeal, the Secretary of State must, no later than 14 days after being served with the notice of appeal— file with the court— any relevant material of which the Secretary of State is aware at that stage; and any written submissions; and serve on the TPIM or Part 2 subject any open material.
