Section 80.24(1)

The Secretary of State— must apply to the court for permission to withhold closed material from a relevant party or the relevant party’s legal representative in accordance with this rule; and may not rely on closed material at a hearing on notice unless a special advocate has been appointed to represent the interests of the relevant party.
