Section 80.8(2)

The following rules do not apply to appeals under section 16 of the TPIM Act or section 52 of the National Security Act— rules 52.3, 52.4 and 52.6 (permission); rule 52.12 (appellant’s notice); rule 52.13 (respondent’s notice); and rule 52.21 (hearing of appeals).
