Section 82.17(1)

If the court proposes, in any proceedings to which this Section applies, to serve on a specially represented party— notice of any order or direction made or given in the absence of the Secretary of State or, if the relevant person is not the Secretary of State, the absence of the relevant person; or any written judgment;
