Section 25(5)

The functions of the Commissioner under paragraphs (1), (2) and (3), other than the function of determining the fees to be required for the purposes of paragraph (3), may be discharged on the Commissioner’s behalf by some other person in pursuance of arrangements made by the Commissioner with that other person.
