Section 24(3)

Section 3(5) and (6) of the Control of Pollution (Amendment) Act 1989 (in its application to carriers, brokers and dealers) has effect as if— references to provision made by virtue of subsection (1) or (2) include a reference to regulations 29(5) and 32(1); and references to a prescribed offence include a relevant offence within the meaning of regulation 29
