Section 29(8)

For the purposes of an application under paragraph (2) the appropriate body is— in the case of a carrier, broker or dealer whose registered office or principal place of business is in England, the Environment Agency; in the case of a carrier, broker or dealer whose registered office or principal place of business is in Wales, the Natural Resources Body for Wales.
