Schedule 2, paragraph 2(2)

The exemption registration authority in relation to a waste operation falling within a description in paragraph T3 or T7 is— for a waste operation carried on by waste mobile plant by an establishment or undertaking whose principal place of business is in England and Wales, the local authority in whose area it has its principal place of business; for a waste operation carried on by waste mobile plant by an establishment or undertaking whose principal place of business is not in England and Wales, the local authority in whose area the operation is first carried on; for a waste operation not carried on by waste mobile plant, the local authority in whose area the operation is carried on.
