Schedule 5, Part 1, paragraph 11

Before it determines an application or makes a regulator-initiated variation, the regulator must consider any representation— made pursuant to paragraph 6(1)(b), 8(2)(b) or 9(4)(c), or sent to it under paragraph 10(3)(b).
