Section 28(2)

Before the rule-making authority complies with regulation 26(5), the regulator must notify any operator who holds a relevant environmental permit— of the proposed revisions, of the date when the revised rules will be published and when they take effect (in accordance with paragraph (3)), and that on the date the revised rules take effect they will become conditions of the environmental permit.
