Where a simplified planning zone scheme for an area in England is adopted or approved, that scheme is not to be taken to grant planning permission for development which— unless adopted or approved in accordance with the assessment provisions. is likely to have a significant effect on a Ramsar site (either alone or in combination with other plans or projects), and is not directly connected with or necessary to the management of the site,
