Section 24

The appropriate authority or, in the exercise of its relevant functions, the appropriate agency must ensure that the implementation of measures required under regulations 20 and 22 does not lead�?? to increased pollution of marine waters; directly or indirectly to increased pollution of surface waters. Paragraph (1) does not apply to the extent that compliance with it would result in increased pollution of the environment as a whole.
