The Commissioners may maintain registers of relevant persons who are not supervised by any of the professional bodies listed in Schedule 1, and who are— estate agents, auditors; external accountants; tax advisers; bill payment service providers; ... telecommunication, digital and IT payment service providers; letting agents; or art market participants.
