Section 60(10)

If the registering authority— the suspension or cancellation takes effect when the notice is given to the person. considers that the interests of the public require the suspension or cancellation of a person's registration to have immediate effect; and includes a statement to that effect and the reasons for it in the notice given under paragraph (7) or (9),
