Section 66(3)

The payee's payment service provider may not prevent the payee from— requesting payment of a charge by the payer for the use of a particular payment instrument; offering a reduction to the payer for the use of a particular payment instrument; or otherwise steering the payer towards the use of a particular payment instrument.
