Schedule 3C, Part 3, paragraph 5(4)

For the purpose of sub-paragraph (3), a “specific commercial use” means the actuation or operation by explosive means of other equipment or devices the function of which is not the creation of explosions, including— car air-bag inflaters; electric-surge arresters; fire sprinkler actuators.
