Section 102(3)

Paragraph (4) applies where— an application was made before IP completion day for a licence or authorisation under the Export Control (Russia, Crimea and Sevastopol Sanctions) Order 2014 or the EU Russia Regulations, the application is for authorisation of an act prohibited by Part 5 (Trade), and a decision to grant or refuse the application has not been made before IP completion day.
