Section 54
A person must not provide— services relating to a relevant infrastructure sector in non-government controlled Ukrainian territory; or services relating to tourism in non-government controlled Ukrainian territory. Paragraph (1) is subject to Part 7 (Exceptions and licences). A person who contravenes the prohibition in paragraph (1) commits an offence, but— it is a defence for a person charged with the offence in paragraph (1)(a) (“P”) to show that P did not know and had no reasonable cause to suspect that P was providing services relating to a relevant infrastructure sector in non-government controlled Ukrainian territory; it is a defence for a person charged with the offence in paragraph (1)(b) (“P”) to show that P did not know and had no reasonable cause to suspect that P was providing services relating to tourism in non-government controlled Ukrainian territory. In this regulation— “services relating to a relevant infrastructure sector in non-government controlled Ukrainian territory” means technical assistance, brokering, construction or engineering services directly relating to infrastructure in non-government controlled Ukrainian territory in any of the following sectors— transport; telecommunications; energy; the prospection, exploration and production of oil, gas and mineral resources; “technical assistance” means the provision of technical support or any other technical service.
