Section 54C

A person must not directly or indirectly provide, to a person connected with Russia— accounting services, advertising services, architectural services, auditing services, business and management consulting services, construction services; engineering services, IT consultancy and design services, or public relations services. Paragraph (1) is subject to Part 7 (exceptions and licences). A person who contravenes any of the prohibitions in paragraph (1) (“P”) commits an offence, but it is a defence for P to show that P did not know and had no reasonable cause to suspect that the person to whom the services were provided was connected with Russia.
