Section 57D(3)

The Secretary of State may direct a harbour authority to give a detention direction to the master of— a ship owned, controlled, chartered or operated by a designated person, a ship owned, controlled, chartered or operated by persons connected with Russia, a ship registered in Russia, a ship flying the flag of Russia, or a specified ship.
