Section 58A(2)

A required payment is a payment which— a designated person is required to make under or by virtue of any enactment to— the registrar of companies, the Commissioners, the Welsh Revenue Authority, Revenue Scotland, the Financial Conduct Authority, the Secretary of State, the Welsh Ministers, the Department of Finance in Northern Ireland, or a local authority, and is not an excluded payment.
