Section 60GB(1)

The prohibitions specified in paragraph (2)— do not apply in relation to relevant goods located in the United Kingdom or the Isle of Man having been lawfully imported there; do not apply to a United Kingdom national in Russia engaging in any activity subject to any of those prohibitions where— the relevant goods are located in Russia; those relevant goods are for the purposes of personal use, in Russia, by that United Kingdom national, or their immediate family members.
