Die Produktion, die Freigabe zum freien Verkehr in der Gemeinschaft und die aktive Veredelung, das Inverkehrbringen und die Verwendung neuer Stoffe des Anhangs II sind untersagt. Dieses Verbot gilt nicht für neue Stoffe, wenn sie als Ausgangsstoffe verwendet werden.
