Article 21

The revenues of the Agency shall comprise, in particular: a subsidy from the Community, entered in the general budget of the European Union (Commission Section); fees paid to the Agency pursuant to Article 22; voluntary contributions from the Member States or from the regulatory authorities, under Article 13(8); and legacies, donations or grants under Article 13(8). The Agency’s expenditure shall cover staff, administrative, infrastructure, and operational expenses. The Agency’s revenue and expenditure shall be in balance. All Agency revenue and expenditure shall be the subject of forecasts for each financial year, coinciding with the calendar year, and shall be entered in its budget.
