Article 76

Council Decision 2013/755/EU of 25 November 2013 on the association of the overseas countries and territories with the European Union ( ‘Overseas Association Decision’ ) · European Union

1. Union financial assistance shall be based on the principles of partnership, ownership, alignment on territorial systems, complementarity and subsidiarity. 2. Operations funded within the framework of this Decision can take the form of programmable or non-programmable aid. 3. Union financial assistance shall: be implemented with due regard to the OCTs respective geographical, social and cultural characteristics, as well as their specific potential; ensure that resource flows are accorded on a predictable and regular basis; be flexible and tailored to the situation in each OCTs; and be conducted in full compliance with the respective institutional, legal and financial powers of each of the partners. 4. The authorities of the OCTs concerned shall be responsible for implementing operations without prejudice to the powers of the Commission to ensure sound financial management in the use of Union funds.
