3. Union financial assistance shall: be implemented with due regard to the OCTs respective geographical, social and cultural characteristics, as well as their specific potential; ensure that resource flows are accorded on a predictable and regular basis; be flexible and tailored to the situation in each OCTs; and be conducted in full compliance with the respective institutional, legal and financial powers of each of the partners.
