The Commission shall adopt, by means of implementing acts: the annual work programmes, which shall set out, in particular: the actions to be undertaken, including the indicative allocation of financial resources; the overall amount reserved for blending operations; eligible actions falling under Article 7(3) and (4); eligible actions by legal entities referred to in point (b) of Article 13(1); eligible actions by legal entities from a third country not associated to the Programme but listed in the annual work programme under the conditions laid down in Article 13(2) and (3); decisions approving actions with a cost of EUR 20000000 or more; rules establishing: the technical and administrative arrangements necessary for the implementation of the actions of the Programme; uniform templates for the collection of data necessary to monitor the implementation of the Programme.
