the following paragraphs are inserted: ‘5f. By way of derogation from paragraphs 1 and 2, the competent authorities may authorise, under such conditions as they deem appropriate, the export of goods falling under CN codes 9026, 9027 and 9031, as listed in Annex XXIII, the importation of which had previously been authorised pursuant to Article 3i(3f). 5g. By way of derogation from paragraphs 1 and 2, the competent authorities may authorise, under such conditions as they deem appropriate, the export and transfer of the goods falling under CN codes 8517 62 and 8523 52, as listed in Annex XXIII, provided that they are intended for civilian non-publicly available electronic communications networks which are not the property of an entity that is publicly controlled or with over 50 % public ownership.’ ;
