Section 28L(6)

In particular, on determining an appeal whose grounds are, or include, those mentioned in subsection (2), the Secretary of State may— vary the management notice so as to impose its requirements (or some of them) upon any such other person as is referred to in the grounds; or determine that a payment is to be made by any such other person to the appellant.
