Section 302(1)

The Secretary of State may give financial assistance, in the form of grants, loans or guarantees to— with a view to the establishment or maintenance by that organisation, institution or body of premises in the United Kingdom. any international organisation having functions relating to trade marks or other intellectual property, or any EU institution or other body established under any of the EU Treaties having any such functions,
