Schedule 5, Part I, paragraph 9(1)

In section 11 of the 1960 Act (procedure in connection with applications and authorisations), for subsections (1) and (2) there shall be substituted the following subsection— Before the chief inspector and the Minister of Agriculture, Fisheries and Food— the person directly concerned shall, and such local authorities or other persons whom the Secretary of State and the Minister consider appropriate may, be afforded the opportunity of appearing before, and being heard by, a person appointed for the purpose by the Secretary of State and the Minister. refuse an application for an authorisation under section six of this Act, or attach any limitations or conditions to such an authorisation, or vary such an authorisation, otherwise than by revoking a limitation or condition subject to which it has effect, or revoke such an authorisation,
