Schedule 15, paragraph 13(1)

The appropriate agency and any relevant authority may enter into agreements for— the doing by the relevant authority, as agents of the appropriate agency, of anything required for the purpose of the assessment to and recovery of a drainage charge in respect of any relevant land; and the making by the appropriate agency to the relevant authority of payments in respect of anything so done.
